Biden-Harris Administration Releases Immigrant Who Raped Minor: Report

An illegal immigrant accused of raping a 14-year-old girl and stabbing a man multiple times during a robbery was arrested in connection with the crimes just months after being released from custody on the southwest border, a congressional report says.

The Republican-majority U.S. House of Representatives Judiciary Committee and its Subcommittee on Immigration Integrity, Security, and Enforcement released a report Tuesday detailing the actions of the 19-year-old Honduran national.

Criticizing the Biden-Harris administration’s immigration policies, the report cites data that the administration has released 5.6 million illegal immigrants into the United States over the past four years, while another 1.9 million have fled the country during that time.

One of the millions of undocumented immigrants released by the Biden-Harris administration was 19-year-old Honduran Angel Matias Castellanos-Orellana. Border Patrol in El Paso, Texas, encountered Castellanos-Orellana on October 6, 2023.

Castellanos-Orellana claimed he had no “reasonable fear” of returning to his home country. However, he was released with an order to appear in immigration court on an “Order of Release on His Own Surety Bond.”

The reason for the release was a reported lack of space, and the immigrant was ordered to report to ICE Enforcement and Removal Operations in New Orleans on November 7, 2023. According to a congressional report, Homeland Security records indicate there was enough space to detain Castellanos-Orellana.

A U.S. Immigration and Customs Enforcement spokesperson told The Christian Post that Castellanos-Orellana reported to the ERO New Orleans Field Office for his first report on November 7, 2023, and has no prior criminal history or arrests in the United States.

In February 2024, police in Kenner, Louisiana, arrested Castellanos-Orellana in connection with what a report described as a “brutal attack” on a 14-year-old girl and the stabbing of a man during the robbery.

According to the report, Castellanos-Orellana was “charged with armed robbery, aggravated battery, first-degree rape and aggravated assault in connection with two incidents.”

“The Biden-Harris administration’s disastrous immigration policies have had real consequences for American citizens. The effects of these policies will be felt for years to come, with criminal aliens in America’s neighborhoods harming families and endangering public safety across the country,” the commission’s report said.

“The victims of Castellanos-Orellana and their families will never be the same because the Biden-Harris Administration has allowed undocumented immigrants to enter and remain in the country,” the report continued. “Tragically, the victims of Castellanos-Orellana and their families are not alone.”

Last month, the committee and subcommittee released an eight-page report blaming the Biden-Harris administration’s immigration policies for the murder of Laken Riley. The 22-year-old nursing student was murdered while on the run in February. Her body was later discovered on the University of Georgia campus.

The man arrested for the murder of a 22-year-old woman, Jose Antonio Ibarra, entered the country illegally through El Paso, Texas, on September 8, 2022. DHS also cited detention center capacity as a reason for Ibarra’s release; however, the report argued that agency records showed she could have detained the immigrant.

“As a result of his release, Ibarra was free to commit crimes in the United States, including the alleged kidnapping and murder of Laken Riley in Georgia,” the committee and its subcommittee said in the document.

Before Riley’s murder, Ibarra and his brother Diego were also charged with shoplifting at Walmart. Despite previous contact with law enforcement, Immigration and Customs Enforcement did not file a motion to detain Ibarra until after the murder.

“The information obtained by the Committee highlights in stark terms the real consequences of the Biden-Harris Administration’s failure to secure the border and enforce immigration law,” the report states. “Taken as a whole, the Committee’s investigation into the undocumented immigrants allowed to enter the United States by the Biden-Harris Administration reveals a widespread failure to adequately vet, detain, detain, and remove undocumented immigrants.”
