USACE Vicksburg District Announces New Resource Management Chief

The U.S. Army Corps of Engineers (USACE) Vicksburg District has selected Cheryl Boyd as chief of the Resource Management Division.

The Resource Management Division is responsible for all financial management activities at the district level and provides professional financial advice, guidance and policy interpretation while ensuring the implementation of procedural controls, report processing and a thorough review of delegated fiscal responsibilities. The Resource Management Division includes key branches: the Finance and Accounting Branch and the Budget, Workforce and Management Branch, USACE officials said.

Boyd served 24 years in the Corps of Engineers as an accountant, budget analyst, program analyst and program manager.

Boyd previously served as Chief of the Management Support Branch for the Vicksburg District Operations Division, where she led a team that supervised and implemented construction activities on the Mississippi River and tributaries, general operations and maintenance, coastal flood control and emergencies, and Federal Energy Regulatory Commission hydropower appropriations. In addition to her primary responsibilities, Boyd also served as a member of the Regional Channel Improvement Program project implementation team, focusing on the manpower, assets, and funding needed to accomplish the mission of the Operations Division.

Boyd most recently served as deputy chief of the Construction Integration Division, Mississippi Valley Division (MVD), U.S. Army Corps of Engineers.

Before joining the Vicksburg District in 2017, Boyd worked for 17 years at the USACE Engineer Research and Development Center (ERDC) in the Environmental Laboratory Management Integration Office and Resource Management Office. Boyd managed Civil Reimbursable, Military Reimbursable, Military Direct, and other programs.

Boyd is a Certified Defense Financial Manager with a specialization in Acquisition, holds a second-degree certification in Department of Defense Financial Management, serves as a volunteer assistant instructor for the Defense Financial Managers Association’s Institute for Financial Managers’ Professional Development, and is a member of the National Commission on Continuing Education.

Boyd earned a bachelor’s degree in elementary education with a minor in biology and a master’s degree in business administration with a concentration in accounting from Mississippi College.

Boyd is from Vicksburg and has two children: Elizabeth Anne, who is pursuing a doctorate in systems engineering with a concentration in chemical engineering, and Zachary, who is a specialist in the U.S. Army.

The Vicksburg District of the USACE develops solutions to the nation’s most difficult challenges. The Vicksburg District covers 68,000 square miles in parts of Mississippi, Arkansas, and Louisiana, encompassing nine major river basins and including approximately 460 miles of major Mississippi River levees. The Vicksburg District is involved in hundreds of projects and employs approximately 1,100 workers.
