Early in-person voting began today in three states: Virginia, South Dakota and Minnesota. It comes as Vice President Harris visits Georgia, where the state’s Republican Board of Elections today required counties to hand count all votes cast on Election Day. NBC News’ Gabe Gutierrez reports.
