Pleasant Hill postpones Beggars’ Night due to weather

Pleasant Hill joined other metro cities in moving Beggars’ Night from Wednesday to Thursday due to expected rain and storm threats.

Beggars’ Night for Pleasant Hill residents will instead be held from 6-8pm on Halloween night.

The city of Des Moines and most other metro communities also announced Tuesday morning plans to move Beggars’ Night to Thursday. Pleasant Hill initially said it would not change its trick-or-treating, saying the date was set by a City Council resolution and there was not enough time to hold a special meeting to change it.

Why did Pleasant Hill change Beggars’ Night?

“Pleasant Hill received an official notification from the Polk County Emergency Management Agency, Iowa at approximately 5:00 p.m. Tuesday, October 29 regarding potential severe weather.” a post on social media sent Tuesday night said. “This formal notice allows the City of Pleasant Hill to issue an emergency proclamation to change the date of this year’s Beggars Night in the best interest of the community.”

The post quoted Wednesday at 16-22 as the most likely time for “damaging gusts, hail and the potential for tornadoes.”

The city said in a Facebook post Tuesday morning that the trick-or-treating date is set by a city council resolution. Since open meeting laws require the city to give the public 24 hours notice before a council meeting, the city said it was too close to the date to call a meeting to make a change.

“The change was legally necessary to follow this process, as the date had previously been permanently set through a resolution passed in 2013,” the Post said Tuesday night.

Showers and thunderstorms are expected to start Wednesday afternoon, with the possibility of heavy precipitation and temperatures near 75 degrees. Rain will continue overnight, with temperatures dropping to 45 degrees and winds shifting to the north northeast at 10-14 mph.

It will be much cooler Thursday for Halloween, with a high of 53 degrees and gusts as high as 28 mph during the day and a low of 34 degrees with clear skies at night.
